Rachel Foskett-Tharby

Rachel has worked at NHS England since July 2017 originally on the Quality and Outcomes Framework review and subsequent negotiation of the QOF changes for 2019 and has been Deputy Director for Dental and Ophthalmic Contracts since April 2021. Rachel has had a varied career which spans clinical, policy and research work. She has worked on QOF in both policy roles at NHS Employers and NHS England and in a research setting. Rachel co-led the research programme at the University of Birmingham between 2013-2017 which developed and tested potential QOF indicators on behalf of NICE. She has published on QOF and pay for performance in peer review journals.
